Seperate user creation and role allocation from technical admins

Organizations want selected internal admins to create users, assign roles, and handle routine access management more independently without relying on super admins for every standard user administration task. Problem / Pain: Currently, user creation and role assignment are restricted to super admins. In many organizations. This slows down onboarding and makes it harder for internal teams to manage access independently. Impact / Benefit: More granular permissions for user management would allow organizations to delegate routine administrative tasks safely to internal admins. This would improve onboarding speed, reduce dependency on external support, and make role and user management more flexible. Example use case: An internal non-technical admin creates new users and assigns appropriate roles without needing to request changes from a super admin. Additionally, a single test user can be reused and temporarily reassigned to different roles for testing purposes.
