View and edit globally defined value options directly in the admin interface

Admins want to view and edit value options stored in the global folder through the admin interface, without needing file system access or workarounds to manage these entries. Problem / Pain: Value options stored in the global folder are currently not visible in the admin interface. Because they do not appear in the UI, admins cannot view or edit them without leaving the system entirely. This creates a blind spot in the configuration. Changes to these entries require workarounds that are time-consuming and error-prone. Impact / Benefit: Making globally defined value options visible and editable within the admin interface would give admins full oversight and control over these entries without requiring file system access. It would close a configuration gap, reduce the risk of errors, and make the overall admin experience more consistent and complete. Example use case: An admin needs to update a value option that is stored in the global folder. Currently it does not appear anywhere in the UI, so they have to manage it outside the system. With a dedicated view in the admin interface, they could find, review, and edit it directly in the system UI.
